Appropriations Requests

My office is pleased to participate in the annual appropriations process to obtain federal funding for important local projects in California’s Third Congressional district for Fiscal Year 2026.

As a reminder, there are three types of requests I can submit to the Appropriations Committee for consideration:

Community Project Funding requests: Members may request funding for specific projects in their communities, so long as the projects have a federal connection and meet other requirements established by federal law, House Rules, and the Committee to ensure only high-quality projects are requested and funded. For Example, in FY24 we provided: $1,040,000 to City of Folsom for the Folsom Lake Crossing Safety Improvement Phase II Project.

Appropriations Programmatic requests: Members may request specific funding levels for agencies and programs funded in the twelve appropriations bills. Example: Fund the ReConnect program for $2,000,000 in FY25.

Appropriations Language requests: Members may request bill language or report language directing or encouraging specific actions by federal agencies. Example: “The Committee encourages USDA to study the impact of expanded broadband on rural communities.”

Forensic Analysis of Firearms and Gunshot Residue

  • Recipient – Placer County District Attorney
  • Address of Recipient – 10810 Justice Center Dr, Roseville, CA 95678
  • Amount Requested – $1,648,964
  • Purpose – The purpose of this project is to acquire forensic technology to conduct firearms/toolmark analysis and gunshot residue analysis. The project is an appropriate use of taxpayer funds because Placer County must rely on the California Department of Justice laboratory system, where forensic turnaround times routinely range from nine to twelve months. These delays slow criminal investigations, delay charging decisions, prolong pretrial detention, and extend the time victims must wait for resolution of their cases.

Explosive Ordnance Disposal Team Modernization

  • Recipient – City of Roseville Police Department
  • Address of Recipient – 1051 Junction Blvd, Roseville, CA 95678
  • Amount Requested – $1,055,764
  • Purpose – The purpose of this project is to acquire a robot to examine suspected explosive evidence, a mobile command vehicle to provide integrated communications, and modern protective gear for law enforcement personnel with enhanced blast resistance. The project is an appropriate use of taxpayer funds because bomb threats can shut down businesses, schools, and transportation corridors for hours. Modern explosive device disposal technology enables faster threat assessment and conflict resolution, minimizing economic disruption.

Law Enforcement Agency Real Time Crime Information Center

  • Recipient – Placer County Sheriff’s Office
  • Address of Recipient – 175 Fulweiler Ave, Auburn, CA 95603
  • Amount Requested – $1,200,000
  • Purpose – The purpose of this project is to establish a real-time information center by integrating advanced technologies such as surveillance systems, data analytics, and traffic intersection cameras. This is a valuable use of taxpayer funds because it enhances the efficiency of law enforcement operations, significantly improving the ability to respond to and resolve incidents rapidly.

First Responder LTE Dual Band Portable Radio Interoperability Upgrade

  • Recipient – City of Folsom Police Department.
  • Address of Recipient – 46 Natoma Street, Folsom, CA 95630
  • Amount Requested – $2,111,154.06
  • Purpose – The purpose of this project is to purchase 170 dual-band LTE handheld radios for the City of Folsom Police to improve radio communication. The project is an appropriate use of taxpayer funds because reliable communication is critical during emergencies. The new radios’ LTE capabilities and dual-band programming will enable seamless communication between law enforcement personnel, resulting in faster response times, better coordination, and ultimately increased community safety.

Drone As First Responder Program

  • Recipient – City of Roseville Police Department
  • Address of Recipient – 311 Vernon St, Roseville, CA 95678
  • Amount Requested – $1,500,000
  • Purpose – The purpose of this project is to install three autonomous drone launch systems at locations throughout the city. The project is an appropriate use of taxpayer funds because it will allow officers to respond to thousands of calls annually across a wide geographic area, while providing aerial surveillance to responding units.

Sunny Slopes Fire Station

  • Recipient – Mono County, California
  • Address of Recipient – PO Box 715, Bridgeport, CA 93517
  • Amount Requested – $4,198,388
  • Purpose – The purpose of this project is to construct a fire station to provide fire protection and emergency response services. The project is an appropriate use of taxpayer funds because it will provide critical emergency response services to approximately 7,000 residents in an area that currently lacks nearby coverage. It will also protect critical water infrastructure operated by the Los Angeles Department of Water and Power, including the Crowley Lake reservoir and Long Valley Dam.

Inclement Weather Rescue Program

  • Recipient – Nevada County Consolidated Fire District
  • Address of Recipient – 640 Coyote St., Nevada City, CA 95959
  • Amount Requested – $558,161
  • Purpose – The purpose of this project is to procure specialized winter emergency response equipment, including a snowcat, tow vehicle, tracked UTV, snowmobiles, rescue trailers, and personal protective equipment. The project is an appropriate use of taxpayer funds because it reduces risk to life during winter emergencies, improves response times and emergency medical access, and enhances responder safety during severe weather events.

El Dorado Water Agency – Forest Management/Resiliency in Upper American Cosumnes Watersheds

  • Recipient – El Dorado Water Agency
  • Address of Recipient – 1107 Investment Blvd., Suite 240, El Dorado Hills, CA 95762
  • Amount Requested – $5,000,000
  • Purpose – The purpose of this project is to carry out forest management and watershed resilience efforts, including fuel reduction treatments, post-wildfire recovery actions, and meadow restoration in high-risk areas of El Dorado County. The project is an appropriate use of taxpayer funds because targeted investments in forest management and wildfire prevention reduce the likelihood and severity of catastrophic wildfires, helping avoid the significantly higher federal costs associated with emergency response, recovery, and long-term economic damage.

Long Canyon Watershed Protection Project

  • Recipient – Placer County Water Agency
  • Address of Recipient – 144 Ferguson Road, Auburn, CA 95603
  • Amount Requested – $2,000,000
  • Purpose – The purpose of this project is to carry out forest health and fuels reduction treatments, including thinning, reforestation, and prescribed fire, to improve watershed conditions and reduce wildfire risk. The project is an appropriate use of taxpayer funds because it will improve soil health, reduce erosion, enhance water quality and supply reliability, and protect critical infrastructure and natural resources. Targeted investments in forest management and wildfire prevention reduce the likelihood and severity of catastrophic wildfires, helping avoid significantly higher federal costs associated with emergency response, disaster recovery, and long-term economic damage.

Loomis Union School District Rural School Water & Wastewater Infrastructure Modernization

  • Recipient – Loomis Union School District
  • Address of Recipient – 3290 Humphrey Road, Loomis, CA 95650
  • Amount Requested – $1,500,000
  • Purpose – The purpose of this project is to replace aging wastewater and domestic water infrastructure at Franklin and Placer Elementary Schools in Loomis, California. The project would be an appropriate use of taxpayer funds because both wastewater systems were originally installed in the 1960s and have exceeded their useful life.
