Rep. Kiley Calls on Congress to Pass AI Safety Bill

Washington, D.C. – Today, Rep. Kevin Kiley (I-CA) urged Congress to take up and pass his AI Safety bill, H.R. 6402, the Ensuring Safe and Ethical AI Development Through SAFE AI Research Grants Act (“SAFE AI Act”).

This legislation would establish a grant program for cutting-edge AI safety research aimed at aligning models and mitigating risks as capabilities advance. It also directs the National Academy of Sciences to work with industry, government, academia, and other key stakeholders to develop a set of guiding principles and ethical considerations which will be made available to the public and will be used to inform implementation of the grant program.

“Three years ago, I introduced the SAFE AI Act because it was clear AI safety and alignment research needed to be a major federal priority,” Rep. Kiley said. “The capabilities of frontier AI models are now accelerating rapidly, faster than many expected. Congress must act with urgency.”

“AI has incredible potential to improve all of our lives. Yet realizing this potential depends critically on ensuring models are safely under human control and aligned with human values. “

Mr. Kiley introduced the bill in 2023 and reintroduced it in December 2025. It is currently pending in the House Committee on Science, Space, and Technology.
