I am pleased to announce that my office is hosting a 2024 Congressional App Challenge.
The Congressional App Challenge is a competition aimed at encouraging middle and high school students to learn how to code by creating their own applications. The Challenge is intended to highlight the value of computer science and STEM (Science, Technology, Engineering and Math) education.
The House of Representatives knows how crucial these skills are and wants to encourage students to engage in these fields. By recognizing our nation’s young programming talent, Congress hopes to shine a light on the growing importance of these skills.
This competition is open to all students who meet the following eligibility requirements, regardless of coding experience. We strongly encourage students of all skill levels to participate, enabling them to learn how to create their own apps. The deadline to submit an app is October 24.
- To be eligible to participate in the Congressional App Challenge, you must be a middle or high school student at the time of app submission.
- Students may register as individuals or as teams of up to four. No more than four students are allowed to form a team.
- Students may compete in the district they reside in or the district they attend school in.
- If competing as a team, at least half of the teammates must be eligible to compete in the district in which they are participating in.
- STUDENTS CAN USE ANY PROGRAMMING LANGUAGE (example: C, C++, JavaScript, Python, Ruby, “block code,” etc.) and ANY PLATFORM (PC, web, tablet, robot, mobile, etc.). There are NO LIMITS on application theme or topic!

To determine the winner of California’s Third Congressional District, each app will be graded by an independent panel. The winner(s) will receive an invitation to the #Houseofcode Celebration located in Washington, D.C. and a Certificate Of Congressional Recognition.
Additionally, the winning app will be:
- Displayed in the U.S. Capitol Building
- Featured on the House of Representatives’ website (House.Gov)
- Waived copyright registration application fees
