Congressional App Challenge

I am pleased to announce that my office is hosting the 2025 Congressional App Challenge.

The Congressional App Challenge is a competition aimed at encouraging middle and high school students to learn how to code by creating their own applications. The Challenge is intended to highlight the value of computer science and STEM (Science, Technology, Engineering and Math) education.

The House of Representatives knows how crucial these skills are and wants to encourage students to engage in these fields. By recognizing our nation’s young programming talent, Congress hopes to shine a light on the growing importance of these skills.

This competition is open to all students who meet the following eligibility requirements, regardless of coding experience. We strongly encourage students of all skill levels to participate, enabling them to learn how to create their own apps. The deadline to submit an app is October 30 at 9:00am PT, and each participant will be recognized for their efforts by Rep. Kevin Kiley.

  • To be eligible to participate in the Congressional App Challenge, you must be a middle or high school student at the time of app submission.
  • Students may register as individuals or as teams of up to four. No more than four students are allowed to form a team.
  • Students may compete in the district they reside in, or the district they attend school in.
  • If competing as a team, at least half of the teammates must be eligible to compete in the district in which they are participating in.
  • STUDENTS CAN USE ANY PROGRAMMING LANGUAGE (example: C, C++, JavaScript, Python, Ruby, “block code,” etc.) and ANY PLATFORM (PC, web, tablet, robot, mobile, etc.). There are NO LIMITS on the application theme or topic.

Each app will be graded by an independent panel. Multiple awards will be available, including first, second, and third place as well as an award for the winning app from each county in Rep. Kiley’s district.  All awards will be commemorated with a Congressional Certificate of Recognition and will be displayed on Congressman Kiley’s website.

Additionally, the first-place winner(s) will receive an invitation to the #Houseofcode Celebration located in Washington, D.C., and the winning app will be:

  • Displayed in the U.S. Capitol Building
  • Featured on the House of Representatives’ website (House.gov)
  • Waived copyright registration application fees
